The rules
These come from the Noise Pollution (Regulation and Control) Rules, 2000, as amended in 2010, and Karnataka's festival orders for firecrackers.
Residential areas have a limit of 55 decibels by day (6 am to 10 pm) and 45 decibels at night. This site does not measure sound.

Drums or instruments
Drums, tom-toms, trumpets and other instruments are not allowed between 10 pm and 6 am, except in a public emergency.
Allowed again from 6 am.
Festival days for this year are not confirmed yet, so this uses the normal rules. On days the state notifies, music may be allowed until midnight and firecrackers only in set hours.
